My country, Malta was not eligible to withdraw cash payments. Anyway now Paypal made some changes and you can see what is available for your country on this page: PayPal Offerings Worldwide.

People from my country now are able to withdraw funds directly to their credit card.

I was waiting for this update, it finally arrived. :) By the way Malta is a small island in Meditarranean sea. See Malta at Wikipedia for more info.
