I listed several options you can use. There is nothing to worry about though. You cannot delete the recycle bin from your desktop. If you deleted it, means you had a shortcut.

Method ONE:

Right-click on your desktop
Select Properties
Click the Desktop tab
Click the Customize button
Click Restore Default
Exit all windows and restart your computer

Method TWO:

Right-click on your desktop
Select Properties
Select the Desktop
Select the Customize
Select the Recycle Bin
Click Apply
Click OK

Method THREE:

Right Click on your desktop then go to personalize
In the left pane, click Change desktop icons
Then check the 'recycle bin box'
Click OK.

Method FOUR:

Simply use System Restore to go back to an earlier time when the computer was fine, and all the deleted things come back.

To open System Restore:

Click Start
All programs
Accessories
System tools
System restore

Method FIVE:

Open control panel and drag the recycle bin icon to desktop. You will have the shortcut of recycle bin back in your desktop.

I personally deleted the recycle bin shortcuts, even MyComputer, MyDocuments and all others. Shortcuts waste free space so if they are not really required you can safely delete them and doing so improves your computer performance. Few shortcuts won't effect your computer performance but if they add up to hundreds than it's another thing.
